A woman I know who works with in mental health is hearing more and more about how facilities and organizations from around the state and the country are buying their more troublesome clients one way tickets to New Orleans on a bus. Not people who lived here prior to the storm but people they are sending here so they can get lost in our city and make trouble for us.
Have any of you run into this? Do you have any stories to tell about it? Does anyone know any laws governing this sort of thing so we can raise the issue to the national media.
My strong feeling is that unless you have the ability to take care of yourself and the finances to see you through at least 2 months you should not be relocating or relocated to New Orleans. This is no town for anyone who needs help.

Get your friend to get proof and contact the media with it. Many years back some northern cities were sending vagrants to Florida and they got busted and had to stop it.
